Facebook, Twitter & Youtube have significantly improved democracy. Information can spread more easily. But, if this question is asking whether or not online tools will improve democracy even further, I am unsure. The floodgates of information have already opened. I am unsure whether or not online tools will improve democracy in the near future because it depends whether or not there is a large influx in the use of online tools for this purpose.
The last section on this (https://digiciti.org/why-digiciti/) page discusses trends of online political participation. If trends hold true, for increasing internet attainment in households, increasing use of social networking for political purposes, and the age correlation with higher political engagement, as more internet savvy generations reach ages at which people tend to become increasingly politically active, we will see an increase in the importance of political online resources. That’s my prediction.
